The government should not condone these illegal and fraud ctivities. Instead should charge the people running these unregistered homes in court and close down thier operations permanently. Our late PM Indira Gandhi would have done just that. Why should the government be responsible to provide edequate facilities for this private homes, which are 'kidnapping' form their families, children and abusing them?
