Addressing the Council of Boards of Secondary Education, Sibal said, "Our education system should change from MOTS (More of the Same) to HOTS (High Order Thinking Skills). We should create knowledge which will be used by other people. Now we are a recipient of knowledge and in the future we should produce the knowledge."

According to a CNN-IBN report, the government is planning to introduce a grading system for Class 10. The students will be assessed based on grades and not marks. The assessment will also take place throughout the year instead of just one exam.

Batting for Hindi, Sibal said, "Hindi should be taught along with the regional language. Some students are exceptionally good in their mother tongues. They should learn other languages too."
