The arrests occurred as part of the anti-terrorist raids involving hundreds of officers across northwest England, including cities of Manchester and Liverpool.

Police were searching several properties, including an Internet cafe, in the working-class Cheetham Hill area of Manchester, which has a large south Asian community.

The details of the raid was leaked to media due to a security blunder by Britain's senior counter-terrorism chief, Bob Quick, who was photographed clutching highly sensitive documents as he arrived in Downing Street to brief the government. Among the bundle of papers he was carrying was a white document clearly marked 'secret' and carrying an outline briefing on the ongoing counter-terror operation.

Taking the responsibility of 'leaving the document on show' Quick resigned from the post and apologised to his superior.
