Govt adopts multi-pronged strategy, bans 32 org to counter terrorism

New Delhi, Apr 22 (UNI) The Government has adopted a multi-pronged approach and strategy, including banning of 32 groups as terrorist organisations under the provisions of Unlawful Activities (Prevention) Act, to curtail the incidents of terrorism sponsored by Pakistan-based organisations.

Intensive patrolling and surveillance on the borders, including border fencing, floodlighting and strengthening coastal security arrangements to check infiltration are being taken up as part of the programme, the Home Ministry said in its annual report for 2007-08.

Among the other counter-measures being taken by the security establishment, central para-military forces are being deployed to aid the state police forces in areas prone to terrorist violence and vigil and security arrangements are heightened in and around the vital installations.

According to the report, regular sharing of intelligence with the state governments and among the various agencies are carried out, besides strengthening of arrangements and mechanism for intelligence gathering, particularly at the cutting-edge level.

The involvement of Pak-based terrorist organisations like the LeT and JeM and the Bangladesh-based HuJI, known to have close links with the ISI, has been observed in terror incidents, which included the Mecca Masjid blast and the twin blasts in Hyderabad and the blast in Ajmer Sharif. This has been revealed by the arrest of people suspected to be involved in subversive and terrorist activities in various parts of the country.

The incidents showed these groups have been using sleeper cells in the country to carry out such activities, and have also been using the territory of other neighbouring countries such as Bangladesh and Nepal, it said.

Close cooperation and coordination between the central and state intelligence and security agencies has led not only to the busting of a large number of terrorist modules and the ISI-backed espionage modules, but has also enabled the foiling of terrorist attempts and breakthroughs in a number of cases.

In view of the links between terrorism, drug and arms trafficking, extortion and smuggling of counterfeit currency, the government was considering amendments to the Prevention of Money Laundering Act to bring within its purview all the offences related to terrorism and terrorist financing. Upgradation and modernisation of infrastructure, equipment and weaponry of the para-military and state police forces were also ensured to counter terrorism.

One killed in temple stampede; consecration cancelled
