Transfers to be made on 'guiding principles': Dhumal

Shimla, Apr 10 (UNI) Each government employee in Himachal will now have to serve at one place minimum for three years keeping with nature of job and administrative requirement.

Making a statement on the new ''guiding principles'' for transfer of government employees in HP in the House, Chief Minister Prem Kumar Dhumal said the government would normally order transfers in April and May.

The employees and officers in the education and health department, who have continuously worked for more than 10 years in urban areas, should be sent to rural areas, he added.

The ban on transfers in the state has been lifted and the transfers would now be done on the basis of these guiding principles, which were formulated by the cabinet sub-committee headed by PWD minister Gulab Singh and have been approved by the Cabinet.

He said all the employees and the officers should work in the difficlt areas/tribal areas at least once in their service and to ensure this, it has been recommended that this condition would be mandatory for getting promotion.

''Necessary amendment would be done in the recruitment and promotion rules to facilitate this. This amendment would, however, be not applicable to those who have only five years of their service left for retirement.'' ''It would be applicable wherever the posts are available,'' he said.

The Chief Minister said the tribal and difficlt areas have been re-defined, and the places, which have got connected to the road and have transport and other facilities, have been deleted from this categorisation.
