New Delhi, Apr 6: The Centre has decided to launch a special recruitment drive to fill up the more than 23,000 vacancies in government departments from the Other Backward Castes quota.
Official sources told the sources that this decision follows the successful implementation of a special recruitment drive to fill the SC/ST backlog posts. There were more than 60,000 backlog vacancies for SC/ST candidates. Till date, more than 53,444 vacancies have been filled up under this drive which accounts for 87 per cent of the total. The Group of Ministers, headed by Home Minister Shivraj Patil, has recommended to go ahead with this proposal.
The green signal was received from Prime Minister Manmohan Singh two or three days ago and this was among the last few orders signed by Union Minister of State for Personnel and Training Suresh Pachouri before tendering his resignation from the Union Council of Ministers yesterday.
The sources said prior to initiating the recruitment drive, an amendment will be required in government rules to conform with the Supreme Court ruling in the Indira Sawhney case in 1992 putting a cap of 50 per cent on reservation. The government had brought out an amendment in its rules during the implementation of its ST/SC special recruitment drive keeping such vacancies out of the purview of the 50 per cent court mandated cap. Similarly, an amendment will have to be made for the OBC backlog vacancies too, the sources said.
They said the Union Cabinet had on December 22, 2005 decided to constitute a Group Of Ministers to look into this matter and make a recommendation to fill up existing vacancies.
Subsequently, the GoM held a series of meetings at which it was decided to propose launch of a special drive for this purpose.
Besides Mr Pachouri, Union Transport Minister T R Baalu was a member of the GoM.
