NREGA to come into force in Andaman from April

Port Blair, Feb 12: Together with all rural areas of the uncovered districts of the country the National Rural Employment Guarantee Act (NREGA) will come into force in the rural and tribal areas of Andaman and Nicobar Islands with effect from 1st April 2008.

In order to operationalise the scheme from April, the Andaman and Nicobar Islands have already started taking all preparatory steps so that the Islands may have the advantage of being fully prepared to meet the challenges of NREGA.

Action has already been initiated to prepare the Employment Guarantee scheme for A&N Islands and it will require some more time for its finality, an official release from Andaman Information and Publicity Department said here today.

The A&N Administration has taken a number of people friendly steps for implementation of NREGA in the Islands. The Department of the Rural Development&Local Self Government has been made the nodal Department at State level for coordinating the activities of NREGA and for providing of information on the Rural Employment Guarantee scheme at the state level.

The Commissioner-cum-Secretary, Rural Development and Local Self Government, has been designated as the State Rural Employment Guarantee Commissioner.

A State Employment Guarantee Council will be created under section 12 of the Act as per the guidelines to carry out the function laid down under section 12(3) of the Act, the release added.

The Deputy Commissioners, designated as District Programme Coordinators, have been asked to appoint Programme Officers and other supporting staff at Block Level and a village Rozgar Sevak at village level.

The programme will be implemented in Andaman and Nicobar Islands through Panchayati Raj Institutions and Tribal Councils. Gram Sabha will be held in every village to acquaint the local people with the key provisions of the Act. Pamphlets and brochures in simple language would be distributed at the village level. Information on NREGA processes would be displayed in each Gram Panchayat/Tribal Council, the official release added.

Proper training will be arranged at state, district, block and village levels. All elected members of PRIs, Gram Panchayat Pradhans, Tribal Council members and officials at Districts, Block and Village levels on the provisions of the Act and their roles and responsibilities under the Act.

The Nodal Department will coordinate the training activities.

Meanwhile, almost all the political parties have expressed satisfaction over the decision to implement NREGA in the remote far flung islands.
