After submitting the CII Pre-Budget memorandum for the year 2008-09 to state Finance Minister K Rosaiah, he said creating skills at all levels would help to sustain the growth momentum. The memorandum suggested the state government to consider providing benefits like exemption from electricity duty and grid support charges for a period of 15 years, exemption from stamp duty and registration charges, assured water supply at low cost, plough back of VAT/CST and incentives for investment in environment friendly technologies for mega projects.

Mr Dhobale requested that the government should provide mandatory time limits in which the commercial tax department/excise department to provide various forms/certificates like C/D Forms and E1 Forms.

Stressing the need for more progressive labour laws based on improved productivity at all levels, the memorandum recommended reduction of the interest rates on packing credit given to the exporters by banks.

It mentioned that CII would support the Joint Working Group recommendation of bringing alcohol beverages under GST.

The memorandum underlined the need to develop rail network between the existing airport in Begumpet and the upcoming International airport in Shamshabad, to significantly bring down the travel time, a release said here today.
