Anganwadis sanctioned upto Sep 06 be operational by July: SC

New Delhi, July 9 (UNI) The Supreme Court today directed the States as well as the Centre that all anganwadis sanctioned upto September 2006 shall be made operational by July 15, 2007.

Anganwadis are meant for providing nutritious food to the children, adolescent girls and to pregnant and lactating women under the scheme for 300 days in a year.

According to the petitioner People's Union for Civil Liberties (PUCL), by December 2008, 14 lakh anganwadis are to be sanctioned but the number of centres sanctioned as in March 2007 is 10.53 lakhs. Hence, about 3.47 lakh centres are yet to be sanctioned.

According to the petitioner, the centres operational as on September 30, 2006 are about 7.81 lakhs.

According to the affidavit of the Centre, the number of sanctioned centres as on September 30, 2006 is nine lakh and forty six thousand, and till date a total number of ten lakh and forty eight thousand centres have been sanctioned.

Expressing dissatisfaction with the explanation given by the different States for not implementing the scheme properly, a bench comprising Justices Arijit Pasayat and S H Kapadia also made it clear that if there was any non-observance of the time period fixed, it would be seriously viewed.

The court, however, allowed the State of Uttar Pradesh to make sacntioned anganwadis operational by July 31, 2007.

Those centres which have been sanctioned upto January 2007, shall be made functional by September 30, 2007 and the concerned States shall file affidavits by July 20, August 10 and October 10, 2007 in respect of the datelines fixed indicating the action taken the court said and fixed July 20 as the next date of hearing.
