Remark of Governor's in joint address ignites furore in both houses

Lucknow, May 22 (UNI) The proceedings of both the houses of Uttar Pradesh legislature were rocked by unruly scenes created by the Samajwadi Party over the content of Governor T V Rajeswar's address yesterday in which he had described the four year Mulayam Singh Yadav regime as ''unconstitutional''.

The Vidhan Sabha witnessed pandemonium when the SP members led by leader of the opposition Mulayam Singh Yadav forcing forced adjournment of the House twice for a duration of about two hours.

The upper house was also adjourned for the day on the same issue after been adjourned twice.

SP members in the lower house comprised Mr Yadav, senior member Mohd Azam Khan and others who indulged in vociferous protest over the use of word ''unconstitutional'' in the Governor' address demanding its deletion from the text.

The uproar started as soon as the house assembled for the day in Vidhan Sabha, witnessing the main opposition party members on their feet. They argued if the duly run Mulayam Singh Yadav government was ''unconstitutional'' then the present Mayawati government should also be termed as the same and the proceeding of the house be treated as ''infructuous''.

They stormed into the well of the house raising their voices despite repeated appeal from the speaker to excercise restraint.

As the din continued. UP Vidhan Sabha Speaker Sukhdev Rajbhar adjourned the house first for about 45 minutes and then for an hour but not before the Parliamentary Affairs Minister Lalji Verma tried to convince the opposition that the Governor's address was never subjected to 'editing' hence the hue and cry was 'unfounded'.
