KSOU VC has no power to take policy decision

Mysore, May 14 (UNI) Former Karnataka State Open University (KSOU) Vice Chancellor Prof N S Rame Gowda today said that Vice Chancellor Prof Sudha Rao has no powers to implement the controversial orders of the Chief Minister H D Kumaraswamy to regularise the services of the temporary employees.

In a press release issued here, he said that " no Vice Chancellor in the state could take any policy decision or make recruitment during the last six months of the his or her tenure, as per a rule which came into force when Mr Khurshad Alam Khan was the Governor and Chancellor of the Universities.

This rule applies to Prof Rao also as she is returning next month. The government cannot expect to conduct recruitment as it would be against norms, he added. He contended that the recruitment process could be taken up only when the new Vice Chancellor takes over as the tenure of Prof Sudha Rao which would end on June 15.

Stating that even during his tenure a similar letter from the Governor's office in March 2003 (his tenure ended in June 2003) asking him not take any policy decision or recruit personnel, similar letter was sent to then Mysore University Vice Chancellor Prof S N Hegde also, he pointed out.

Denying the allegations that during his tenure he only recruited only Vokkaligas, Mr Gowda said that of the 160 employees he recruited 24 per cent were SC and ST candidates there were other communities, however, 40 per cent in old Mysore region, naturally they get more share Mr Gowda maintained.
