Censure motion brought against rules of the House: Rabri

Patna, Mar 21 (UNI) The Opposition RJD today alleged that the censure motion adopted in the Bihar Assembly against some members violated the rules of business and said it would raise the issue with the governor tomorrow.

Continuing the boycott of the Lower House for the ninth day, leader of the Opposition Rabri Devi, and leaders of other Opposition parties, told newspersons that the government 'flouted' the rules in bringing the censure motion.

She said speaker Udai Narayan Choudhary quoted 'inapplicable' rules while bringing the censure motion and added that the motion was brought under rule 29 and 33 of the House.

Leaders of other Opposition parties, including Maheshwar Singh of LJP, Ram Dev Verma of CPI(M) and RJD leaders Shakeel Ahmad Khan, Abdul Bari Siddiqui, Shyam Rajak and others said there was no provision of bringing any censure motion.

They maintained that action could have been initiated under rule 63 of the Rules and Business of the House. They also said that under this rule the speaker had the prerogative either to suspend the concerned member, if necessary, for five or ten days or for the entire session on the proposal of the government.

Explaining the rules under which the Opposition members were censured, they said rule 29 deals with the personal behaviour and conduct of any member in the House while rule 33 facilitates the members on how they can participate in the debate and raise an issue.

Referring to the address of Governor R S Gavai on the opening day of the Budget session, they said he had called himself super-speaker` and now the Opposition would raise the issue of the censure motion before him tomorrow.
