NHRC notice to Karnataka Chief Secy on torture in police custody

New Delhi, Mar 16 (UNI) The National Human Rights Commission has sought a factual report from the Chief Secretary and DGP, Karnataka and SP, Gulbarga, on an incident where one person was reportedly tortured by policemen at Surpur town, in Gulbarga District.

Taking suo-motu cognizance of a newspaper report, the Commission said,''the incident raises serious issue of violation of human rights.'' The report, published on March 9 in the 'Deccan Herald' under the heading "Cops 'heat' below the belt", said that on receiving a phone call from an unidentified man, the police of Surpur town, took into custody one Yamanappa Devappa Jalhalli.

The caller from Devpur had said Jalhalli was causing nuisance in a drunken state. The police took him away, brutally injured his private parts, back and chest. The report said that police also battered his hands, legs and thighs. The newspaper report further stated that the incident took place on March 6 and Jalhalli was released on bail the next day.

He was then rushed to Government hospital at Surpur, where he is undergoing treatment.

The Commission said the State authorities should provide the factual report within two weeks.

Psychiatrists to be appointed in hospitals of para-military forces

New Delhi, Mar 16 (UNI) Amid increasing incidence of stress-related crimes in the Central Para-military (CPFs) forces, the Union Home Ministry has decided to provide psychiatrists in all composite hospitals of CPFs with 50 beds or more. Ministry sources told UNI here today that the decision was taken in the context of assessment of the reasons leading to suicides, self-shooting and shooting of colleagues and other stress-related incidents indulged in by the personnel of para-military forces. Duggal discusses border issue with Bhutan govt

New Delhi, Mar 16 (UNI) Amid reports of ultra activities along the border, Union Home Secretary V K Duggal today held hectic discussions with Bhutan Prime Minister Khandu Wangchuk and Home Minister Jigme Y Thinley, according to official sources here. New Delhi, Mar 16 (UNI) India today said its economic growth can have ''ripple effect'' in the region and asked SAARC countries to share its progress through better allround cooperation including in the fight against terrorism. External Affairs Minister Pranab Mukherjee, in his address at the Indian Defence Studies and Analysis (IDSA), while expressing India's firm commitment to SAARC, said while individual countries would have to make these choices, India firmly believed that closer economic and developmental cooperation offered immense.....
