Chief Sec of Mulayam regime gets marching order

Lucknow, Mar 16: The over three-year regime of Mulayam Singh Yadav has the dubious distinction of having its three subsequent chief secretaries removed from the post via outside intervention.

Akhand Pratap Singh had an unceremonious exit after the Supreme Court ordered his removal on a PIL filed against his extension. He was given extension in October 2003 after attaining super-annuation but the SC issued an order against him.

The next CS Neera Yadav was removed through an order of the apex court on corruption charges. In fact, she enjoyed full confidence of Chief Minister Mulayam Singh Yadav until she had to go in compliance of the SC order.

The latest in line is Naveen Chandra Bajpayee, removed on the direction of Election Commission today, who will go down in the history of the state administration being the first UP Chief Secretary to have been removed by the EC.

Mr Bajpayee was charged with developing proximity with the ruling Samajwadi Party and his attendance at a party function proved to be a boiling point for his removal.

His removal created a flutter in the administrative circles, especially in view of the Chief Electoral Commissioner (CEC) N Gopalaswami's assertion that every booth in UP was sensitive and all commanded equal attention of the EC.

The dubious records of the UP CSs could even be traced to earlier regime of Mayawati, when the then CS Devendra Singh Bagga had to leave after facing suspension in the much-talked about Taj Heritage Corridor (THC) case. In the end, he retired while remaining in suspension.

Further, the black spot on the institution of the Chief Secretary could be dated back to 1980, when the then CS Ram Bahadur Saxena was suspneded on charges of laxity in duty by Mr Vishwanath Pratap Singh, the then Chief Minister.

Telecom subscriber base reaches 202 mn in Feb
