HC holds Haryana govt decision on tax as unconstitutional

Chandigarh, Mar 14 (UNI) A division bench of the Punjab and Haryana High Court today held as void and unconstitutional the Haryana government's decision of 2000 to impose local area development tax levied on the entry of goods into the state.

The bench comprising Justices Adarsh Kumar Goel and Justice H S Bhalla delivered the judgement.

The bench which heard the case after it had been remanded to it by the apex court, allowed a bunch of writ petitions filed by a large number of business concerns against realisation of this levy.

According to the petitiners' counsel' the levy was violative of the provisions of Article 301 of the Constitution as the tax was not aimed at spending on the payer or class of payers.

Wanted CPI (Maoist) Area Commander nabbed

Varanasi, Mar 14 (UNI) A day after the arrest of a Naxalite and recovery of explosives, police in neighbouring Chandauli district early today nabbed a wanted CPI (Maoist) Area Commander to foil Naxal plans of reviving the extremist movement in poll-bound Uttar Pradesh. CPI (Maoist) Area Commander of neighbouring Bihar Chote Lal was arrested following specific tip off from Chakia crossing early today, Police Superintendent of Chandauli district Pravin Kumar told UNI. Parliamentary panel raps Govt for delay in scholarship disbursal

New Delhi, Mar 3 (UNI) A Parliamentary Committee has asked the Ministry of Human Resource Development to cut short the delay in disbursal of scholarships to non-Hindi speaking students for post-matric studies in the language. ''Considerable time is being taken in the disbursal of scholarships which defeats the very purpose for which the scheme has been formulated,'' said the Department-Realted Parliamentary Standing Committee on Human Resource Development in its 187th report tabled in Parliament.
