Doodipora probe over, report being submitted to Government soon

Srinagar, Mar 4 (UNI) The inquiry officer, probing the killing of four boys by the Rashitriya Rifles (RR) in north Kashmir last year will submit his report to the Jammu and Kashmir government soon.

Official sources said the officer had completed recording evidence of eyewitnesses and others in the case yesterday.

The state government had appointed a one-man inquiry committee following massive protests across the valley alleging that RR troops killed four boys without any provocation at Dodipora, Handwara, on February 22,2006.

Sources said the committee recorded the statement of 21 witnesses, including relatives of the victims, police and the medical officer concerned. However, the Commanding Officer of concerned RR unit did not participate in the inquiry.

Last year in October, the defence authorities submitted a statement of facts, rejecting the inquiry commission constituted by the state to probe the killings.

It said under the Armed Forces Special Powers Act (AFSPA), the government was not legally competent to order a probe into the matter. However, the state government rejected their contention, citing a Supreme Court judgment describing the Army's application as a move to '' thwart the process of bringing the actual persons to book''.

Later, the defence authorities withdrew the application and promised cooperation in the probe.
