President indicates Sachar Report implementation in offing

New Delhi, Feb 23 (UNI) President APJ Abdul Kalam in his Address to the joint sitting of Parliament today gave ample indication that the action on the much-debated report of the Sachar Committee on the backwardness of Muslims was in the offing.

He announced that the Government was considering the formulation of a programme for those districts and towns that have highest concentration of minority population.

''Certain minority communities continue to remain relatively backward, with a large number of out-of-school children, high dropout rates and low educational attainments. These required focussed intervention,'' the President said.

He said report of the high-level committee chaired by Justice Rajender Sachar on the social, economic and educational backwardness of Muslims had been tabled in Parliament last year and will be discussed in the Budget Session.

''We will take all measures necessary to ensure that the fruits of development are shared equitably and backward minority groups become active participants and beneficiaries of our growth process,'' he said.

In addition to existing schemes, the government proposes to introduce comprehensive scholarship schemes from primary to post-gradutae levels for eligible students of minority communities, he said.

President Kalam said the Prime Minister's 15-point programme for welfare of minorities adopted last year has identified certain important developmental schemes and created mechanism to ensure that benefit of thse schemes flow equitably to all.
