In a memorandum to Mr Kalam, the activists urged his personal intervention to stop the enactment of the ''controversial'' Bill.

Parliament had passed a legislation providing for 27 per cent reservation for OBCs in higher courses at government-aided educational institutions in the recently-concluded Winter session.
