Rajasthan Home minister Gulab Chand Kataria in the beginning announced that according to the histo-pathological report received by the government, the death of farmer Chandram Saran was not due to injuries suffered in police lathicharge. Since Chandu Ram Saran died of some other reasons, the government could not be forced to announce any package as demanded by the leaders.

The farmers of the Phase I of the Indira Gandhi Canal Project were agitating for more water from the canal for their rabi crops for more than one month under the banner of Kisan, Mazdoor and Vyapar Sangarsh samiti. The agitating peasants refused to perform the last rites till the government announced a package to the family of the deceased.

The farmers were demanding a package of Rs.5 lakh as compensation and a job to any member of Chandu Ram's family.

The government initiated talks with the farmers' leaders and Chandu Ram was creamated after a week of dead-lock with the government in theory, agreeing for compensation if the death was due to the injury suffered to head due to police lathichagre.
