In a memorandum submitted to Dr Singh, CAIT said the traders in Delhi had been carrying on trading activities for more than four decades and are operating their businesses in residential areas with full knowledge, implied consent, legal permission and licenss granted by the government and developmental agencies.
It was submitted in the memorandum that the shortfall between the targetted plan under Master Plan 1962 and the actual achievement works out to approximately 84 per cent. Since the development of commercial space did not keep pace with the growing demand, commercial activities have grown and made their dominant place in residential areas for last several decades.
In such circumstances, if business establishments are sealed, almost all trading activity in the so-called non-conforming areas would be brought to a standstill, the memorandum said.
