Conditions for Haryana teachers appointments quashed

Chandigarh, Sep 22 (UNI) The Punjab and Haryana High Court today quashed the Haryana government's decision in attaching certain conditions for the appointment of junior basic trained (JBT) teachers in the state-run schools.

The verdict was pronounced by the court's division bench comprising Justice M M Kumar and Justice M M S Bedi, quashing the state government's order of August 20, 2005 during the Indian National Lok Dal (INLD) regime.

The government had then transferred the services of JBT teachers along with the control of primary schools to the Zila Parishads, which was rescinded on the assumption of power by the Congress which decided to take back these teachers in the education department.

However, while ordering this, the state government imposed some conditions which were seen as arbitrary and illegal by the affected teaching community. As their plea with the authorities failed, the matter was taken to the High Court where the affected JBT teachers filed scores of petitions seeking directions to orders of August 20, 2005 containing the conditions imposed on their return to the education department.

The three specific conditions made it mandatory for all the JBT teachers re-transferred to the education department, to be a graduate within five years, qualify the test to be conducted by the department and lastly their re-entry to the jobs after reversion from Zila Parishads, was to be treated as a fresh appointment and not a continuation. These conditions were seen by the teachers as not just arbitrary but aimed at removing a number of them.

Bareilly, Sep 22 (UNI) A mother and her two children were burnt alive in a major fire in Kotwali area here today.
