Kalam has a solution for chain-pulling in trains

New Delhi, May 22 (UNI) If the Indian Railways is grappling with chain-pulling by unscrupulous elements, President A P J Abdul Kalam has a solution: Make use of technology.

''Though this (chain pulling) system provides an opportunity for the passengers to unilaterally stop the train in emergency, majority of the time this system has been used by wrong elements,'' said Dr Kalam, who was the chief guest at the Railway Protection Force (RPF) ceremonial parade here today.

With advent of new technology, the scientist-President said it would be useful to consider ''provision of communication system in all the compartments'' so that the driver and the guard can be accessed by any passenger during emergencies for stopping the trains.

Dr Kalam, who presented colours to the RPF personnel, said such a system is already being followed by the Delhi Metro Rail Corporation (DMRC).

''Railways may consider incorporating the modern communication system in few of the prestigious trains to begin with. Later, this system can be replicated in other trains based on field experience,'' he added.

Making a strong pitch for infusion of sophisticated technologies in the Force, he said the high-performance computers and microprocessors, with fast algorithm software, can become one of the most important modules for RPF for networking all the units.

''In addition, Internet provides opportunity to access any type of information faster from any place as communication is linked through satellites. This should be used carefully,'' Dr Kalam said.

Pointing out that advent of new technologies had provided a new dimension for policing, surveillance and dealing with criminals and maintaining law and order in the trains, Dr Kalam said advanced sensors had become crucial to forewarn many situations and to keep surveillance.

The provision of state-of-the-art communication systems, including mobile systems, night vision devices, IT solutions, micro gadgets and intelligent networking with security can provide better managed solutions for critical operations,'' he added.

He said there was also a need to remove the division of responsibility between the Government Railway Police (GEP) and the RPF and empowering the latter with legal powers to tackle all cognizable offences under the IPC and all special acts so that ''there is a single point responsibility for tackling crimes against railway passengers.'' Hamas security force fights gunmen in Gaza City

GAZA, May 22 (Reuters) A new Hamas-led security force exchanged fire with gunmen near the Palestinian parliament in Gaza today in a fresh outbreak of internal violence, Palestinian security sources said. Two civilians and a policeman were wounded in the clashes, witnesses said. Witnesses said members of the new force set up by the ruling militant Islamic group returned fire as they took cover inside a building near parliament after coming under attack from unknown gunmen......
