Democracy and development go hand in hand: Tharoor

New Delhi, Apr 7 (UNI) Citing India as an example, UN Under Secretary General for Communications and Public Information Shashi Tharoor today said the United Nations cannot impose democracy on unwilling countries but will certainly help in facilitating democratic institutions in the event of a request from any nation.

Mr Tharoor was speaking at a seminar on 'Democracy and Development -- A UN View', organised by the Aspen Institute India in association with the Confederation of Indian Industries (CII) here today.

Referring to historical examples of autocratic regimes making economic progress, Mr Tharoor said he did not think the democratic process slowed down development because of the compromise involved.

''Human Rights, development and political freedom, all form part of the essential ingredients of democracy,'' he said.

He emphasised that the United Nations could not by itself change regimes and bring about democracy on unwilling countries and asserted that it had to come from within.

Mr Tharoor said, India with its multi-lingual and cultural diversity had managed robust economic growth and had also provided spiritual leadership to the world through icons like Lord Buddha and Mahatma Gandhi.

Referring to China which had made tremendous economic progress despite having a Communist regime he said, ''I have visited China many times in the last seven-eight years and I can say that winds of change are sweeping China even though it would be too hasty to say that they are ready for a change in the form of Government.'' SR to run special trains

Chennai, Apr 7 (UNI) The Southern Railway (SR) today announced special trains to Bangalore and Ernakulam to clear extra rush. The Chennai Central-Bangalore special will leave here at 2130 hrs on April nine and arrive Bangalore at 0515 hrs on April ten, a Railway release here said. The Bangalore-Ernakulam Superfast specials will leave Bangalore at 1715 hrs on April eight, ten, 12 and 14 and arrive Ernakulam at 0430 hrs the next day. In the return direction.....

Ministers' visit to Narmada site an eyewash: NBA

New Delhi, Apr 7 (UNI) The Narmada Bachao Andolan activists today accused the three Union ministers, who had gone to visit submergence zones and rehabilitation centres, of playing a farce on the people with often changing site visit plans, making facile visits and scrapping schedules. The team of three Union ministers scrapped the second-day plan of visiting submerged areas besides changing 'original plans' discussed at the eleventh hour, said NBA activist Deepti addressing the media.....

191 criminals surrendered in Bihar under rehab scheme

New Delhi, Apr 7 (UNI) Bihar Chief Minister Nitish Kumar today said the state has achieved major success in reducing the crime rate by speedy trials, conviction and rehabilitation packages for criminals surrendering before the police. ''As many as 191 criminals have surrendered under the rehabilitation scheme,'' he told reporters here. Under this unique scheme, the surrendered criminals would go to jail and face trial while their families would be provided rehabilitation package.....
