District Magistrate Sanjeev Hans said the incident took place when both the officials arrived to persuade the local police who had put up a road blockade under Sarai police station of the Vaishali district.
He said that the minister, who was on way to Patna from Muzaffarpur, allegedly misbehaved with the officials, who were trying to persuade the local people to lift the blockade.
Mr Hans said local residents were agitating to protest the delay in repairing the dilapidated National Highway-77.
A report in this connection had also been sent to the Chief Secretary and the Home Secretary, he added.
Meanwhile, members of district unit of Bihar Administrative Service Association (BASA), in an emergengy meeting have decided to boycott the programme of the minister and also appealed to their counterparts in other districts to support them as well.
