LBD MLAs hold key to the Rajya Sabha polls in UP

Lucknow, Mar 25 (UNI) In a changed political scenario in Uttar Pradesh ahead of Rajya Sabha polls, all the political parties are compelled to look upto Loktantrik Bahujan Dal(LBD) which has suddenly emerged as a political force following the Supreme Court judgement yesterday.

As the Rajya Sabha election on 10 seats is scheduled on March 28 with lots of political stake involved, the emergence of LBD led by UP Culture and Women Development Minister of State with independent charge Rajendra Singh Rana has sent many parties in a jitter.

Altogether 13 candidates are in the fray for the RS biennial polls with SP fielding five candidates ,three of BSP, two of BJP and one each of Congress, RLD and independent.

The Supreme Court, in a significant judgement yesterday had allowed the breakaway group of 37 BSP MLAs to function as an independent group in the UP assembly as per order of the assembly speaker dated September 6,2003 till further orders in order to preserve their political status.

A fresh turn to the political tale also emerges from the fact that now the group has been freed from the whip of either SP or BSP.

It has given new diemnsions to the political rumblings in the state in view of the Rajya Sabha elections after three days.

Mr Rana led the group of 37 MLAs who had defected from BSP in 2003 to join Samajwadi Party at the time when Mulayam Singh Yadav-led government in the state was installed. Out of 37 MLAs, five have resigned from the ministry and chairmanship of state Boards and returned back to BSP subsequent to High Court judgment. The court permitted the five MLAs to function as BSP MLAs.

Though the decision has virtually assured a full term for the Mulayam Singh government in UP coupled with assertion of LBD leader Mr Rana that his group has all the loyalities with Mulayam government, the new political identity to LBD was bound to change political equations in the state.

The state of UP, which has seen several coalition governments since 1989, is now open to new regime of political bargains as political experts feel. RBD members who were responsible for giving number advantage to the Mulayam Singh Yadav government in the past are sure to push themselves hard on the Samajwadi Party-led ruling dispensation clamouring for their crucial support role while their real utility would be tested in the Rajya Sabha polls.

Mr Rajendra Singh Rana, however, dismisses the bargaining theory by virtue of being given separate political identity. ''My group is behind the Mulayam Singh Yadav government and will continue to be so in the future,''he told UNI here.

In reply to a question, Mr Rana said he being leader of the group would issue notices to five members, who had resigned, to rejoin the party.
