Bulgaria to seal deal on military bases with US

SOFIA, Mar 25 (Reuters) NATO newcomer Bulgaria and the United States have agreed to establish three US military bases in the Black Sea state, officials from both countries said, despite polls showing widespread public opposition.

The deal, under which up to 3,000 US troops will be stationed in Bulgaria at a time, is key to Washington's shift from large Cold War-era installations to smaller bases closer to the Middle East and Africa.

It should be signed by US Secretary of State Condoleezza Rice when she visits the country of 7.8 million for a summit of NATO foreign ministers next month, said Lubomir Ivanov, Bulgaria's ambassador to NATO.

''We are convinced that with this agreement, we will make Bulgaria, the United States, Europe, the region, and the world as a whole a little more secure,'' Ivanov, who also led Bulgaria's negotiating team, told reporters yesterday.

Eager to repay Washington for its support for its 2004 NATO entry, Bulgaria is a staunch US ally and supports the US-led operations in Iraq despite widespread public disapproval.

The plan resembles an arrangement agreed in December between the United States and Bulgaria's northern neighbour Romania.

It includes the Bezmer airfield and Novo Selo shooting range, both near Bulgaria's border with Turkey, and the Graf Ignatievo airfield in central Bulgaria. US forces will also use a storage facility near Bulgaria's port of Bourgas.

The agreement, which will be valid for 10 years, must still be ratified by Bulgaria's parliament.

''We would anticipate that ... the first US soldiers would arrive in 2007 and 2008,'' US Ambassador to Sofia John Beyrle told reporters.

The bases have drawn sharp opposition from the far-right opposition Attack Party, which has staged protests involving thousands of people in Sofia and other cities in past months.

A recent opinion survey shows 60 per cent of Bulgarians were against the bases which are expected to bring tens of millions of dollars in badly-needed foreign investment and create jobs.

Rights groups have expressed concern over the bases following allegations that the United States may have used installations in Romania, Poland, and other European states as secret CIA jails.

UN speeds planning for sending UN troops to Darfur

UNITED NATIONS, Mar 25 (Reuters) The UN Security Council has voted to speed planning for a new UN peacekeeping force to be sent to Sudan's western Darfur region later this year to relieve underfinanced African Union troops. A resolution adopted unanimously by the 15-nation council yesterday gave Secretary-General Kofi Annan until April 24 to prepare ''a range of options for a United Nations operation in Darfur.'' But UN officials and council diplomats acknowledged they could.....

US Senate bill seeks oversight of foreign takeovers

WASHINGTON, Mar 25 (Reuters) The chairman of the Senate Banking Committee proposed to give Congress more oversight of foreign acquisitions of US companies, but stopped short of saying lawmakers should have the power to veto deals. The executive branch of the US government dominates the review approval process, a system that backfired badly on the Bush administration when Republican lawmakers objected to an approved contract under which an Arab company was to manage operations.....

Chavez: No plan to suspend US oil shipments

CARACAS, Venezuela, Mar 25 (Reuters) Venezuelan President Hugo Chavez said his government had no plan to suspend oil supplies to United States but would prefer to give priority to energy deals with Latin American neighbors. Speaking to regional central bank representatives, Chavez yesterday took a softer line after earlier harsh rhetoric and threats to cut off US petroleum supplies should Washington ''cross the line'' in their heated diplomatic dispute. Venezuela, the world's fifth-largest oil exporter.....
